Remarks
The AddressLine value should not be used; it is available for backward compatibility with older versions of GEDCOM only.For forward compatibility, GEDCOM writers should be using subrecords such as State and Country to provide structured addresses. Applications should not use the AddressLine value in lieu of a structured address.

GEDCOM 5.5 specifies the AddressLine as optional. Thus, GEDCOM 5.5 allows the Phones to appear without an ADDR tag. FamilySearch apparently considered that a mistake, so they changed this in GEDCOM 5.5.1. The GEDCOM 5.5.1 specifies the AddressLine record as required. The Phones, Emails, Faxes, and WebSites may only appear when there is an ADDR record. So the AddressLine cannot be null.
